The proper band split is 136-174Mhz

Heres a good question. what was the purpose of those funky model with FD for federal models. Did they have a special option?

Their own version of software, an AA version won't work, but there is a workaround.

What extra features (in comparsion with ordinary HT1250-s) did the "federal" radios have?

Don't know never seen one, I would imagine nothing special just the ability to prevent radios from being read and reprogrammed by non-federal employees

I have had a couple of the FD models over the years.... couldn't ever find any different features in them. I agree with the assessment that the special region code is simply to restrict the programming access.
