Default Astro Spectra in 700\800 Mhz

I am in Houston and as some of you may or may not know all the police and fire departments are going to a 700/800 mhz Phase 2 TDMA system. They city has opted to simulcast several of the main dispatch channels in FDMA format. There is a guy here in town that is claiming to be able to program an Astro Spectra to be able to monitor the FDMA part of the system. Is this even possible? I know that the codeplugs can be hacked to program out of range. Thanks for everyone's help in advance.

If the radio/reciever is capable of handling the reband yes its possible. You could even use a scanner provided encryption isnt used

You will need to flash the radio with the special P25 trunking firmware, which is fairly uncommon... and the ASTRO Spectra won't cover 700 whatsoever.
