Default 5300 as Receive Only Scanner

While buying EFJ VHF radios on EBay, I recently also acquired a newer 5378 remote head 700/800 MHz radio. I was thinking of possibly using it as a scanner for my county's new P25 Phase 1 system. Would I be able to build a no-affiliate scan code-plug from just the information available on RR and would it be worth the effort? I now monitor the system on a older RS scanner but it frequently has problems decoding the P25 (possibly due to simulcast issues) and the EFJ may be abetter receiver.

To my knowledge the EFJ 5x00 series radios cannot be used for Non Affiliate Scan configurations due to not being able to slave scan lists to conventional channels.

It can do non affiliate on SmartNet when you don't select auto affiliate. Nothing transmit out of radio.
