Do they give a part number? I just checked through my Motorola account and couldn't find it, unless there is a requirement that I have to do first like with the 25 kHz key.

Some EID's are only available are only allowed to be purchased through authorized dealers.

Not true. It's available on a case by case basis where the business justifies it. I.e. The competition has spec'd Hytera. I know of a hospital chain in NW NY that has about 250 radios with the upgrade legitimately enabled. Ran them like $500 a radio. They needed AES because of HIPAA. 40 bit doesn't cut it for the compliance folks

Really? Wow. Considering all the years everything was wide open analog you'd think 40 bit would be more than sufficient, especially for cash strapped medical services (well, some of them are at least!)

Well, HIPAA doesn't require it per se, but there are a number of PHI (protected heath information) protection requirements and encrypting everything gives an easy way to blanket everything.
