Changing XTL5000 from W3 to O3 without a W3 CH

I have an XTL5000 high power brick with a W3 TIB that I am trying to change to an O3 TIB - I do not have a W3 control head. I need to change the CH type in CPS and write the codeplug to the radio, but without a W3 CH I'm unable to turn the radio on to program it.

Is there any way to accomplish this without a W3 CH?
