I've seen talk of this, but I'm looking for specifics. Is anyone able to do it for me and what is the cost and requirements?

Any discussion of the conversion, outside of having Motorola do it for you, is prohibited on this site.

As I understand, it is against Motorola's policy to preform this conversion. Even though the hardware is the same, Motorola thinks of radios with different model numbers as different products. Same as how they will not convert a XTL2500 into a XTL5000 even though the hardware is the same.

Correct. The OP would need to go "underground" to have the conversion performed.
