Looking For Android Based Device That Works On AT&T And UHF Simplex

I posted something similar a few months back, but now I have more experience riding with our ATV group. Our ATV group uses UHF radios on a GMRS frequency. I am now looking for a device that will do the following:

-Work on Push To Talk Over Cellular on AT&T (The Zello app seems to be the lowest common denominator).

-Work on UHF simplex.

What are some of my better choices for a device that will do both of those things?

Also, at the risk of pointing out the obvious, we often encounter a LOT of dust and rain while riding. Something resistant to both of those things would be preferred.

The software on all of them is buggy, and full of security flaws, but take a look at Inrico T368.

It looks like a rebadged TYT CCR POS.... I wouldn't touch it. The Inrico T368 seems nicer... but PSEhub kinda said it how it is... don't expect much. Those things are just POS phones tacked onto a POS one-chip wonder CCR radio... who knows what kind of backdoors and other security holes are in those phones...
