P25 OTAP with large XTl/XTS fleets?

Does anyone here know of (or are involved in) any Astro25 systems that utilize OTAP heavily with large fleets of the XTL/XTS series? Identification of known systems doing this, and system administrator contacts (via PM for that of course) would be appreciated. In particular, I would like to find out how they deal with large fleet reprogrammings...do they advise the users to keep their portables turned on in the chargers overnight for a scheduled batch job? Base stations would typically not be an issue for this...what about mobiles? Seems like it would be a real crap-shoot for mobiles, even during the day they can be on/off multiple times, potentially even cutting off an OTAP session and causing the batch job to move onto the next unit, with no capability of re-trying the failed session, short of trying to do another batch job to capture the missed units. I know the APX OTAP with radio management software addresses and mitigates a lot of these issues, so I'm not so much interested in systems doing that...but wouldn't turn down the opportunity to speak with someone about that as well.

From the fire side, most agencies I know that use it do a few things.
1 they set up an OTAP talkgroup. 2 they will put a piece of apparatus out of service for a few minutes. They will call the station and say place engine x out of service and turn all portables and mobiles on the OTAP talkgroup and go out of service. When it shows they are done, they call them and tell them to go back in service.

With PD it is a little harder since most officers here have take home portables and take home cara with mobiles
