There is a default definitions entry in the database (for just about any type of entry, TG, RID, site access, etc) so that when a new TG is created it defaults to its definitions. Good practice would be to have Pri Mon turned off (Thank M's CCSI for this) so that every new TG doesn't accidentally have it turned on. It's a mixed bag whether it gets turned on. Based on experience I would say a minority of admins use it so they don't enable it.
