Radio ID and RMS - CPS11.5

We're using CPS11.5 (build 621) and have all our radios in RMS. We recently moved from handling the radios one-by-one to trying to use RMS for this. After creating a template and getting all the radios added and updated, I have a problem. The problem is when I set the Radio ID field in the Radio Management column, it's not being applied to the radio on write. All the radios are displaying the same ID number when transmitting. This seems contrary to the manual, which states:
Information that is unique to individual radios, often referred to as identity information such as Radio ID, IP addresses and Alias, is contained within Radio View table data.

Template values are modified by selecting Edit Template from the Actions Menu, which will open the template in the main CPS. Here the user can modify values that will affect all radios that use the template. Radio identity information is not editable when editing a Template and is disabled in the main CPS


My RMS looks like this, but the radios are all displaying "501" when transmitting, which I'm pretty sure is the radio I took the template from:

What is the Job Status indications -

Are you attaching with a CPS or Device Programmer ?

I'd hid the Job Status indicators for the screenshot. Changing the RadioID will show a pending change in the Codeplug indicator (in below screenshot I changed 501 to 500), and all jobs were marked Completed. Even jobs where the only change is to the RadioID don't actually update the radio's ID.

The radios are connected via the USB programming cable to my local machine. CPS and Device Programmer/Job Processor are running on my local machine, and the Radio Management database is on a separate server on the local network. All jobs are completed with "USB + Wireless (LAN)" option and are all done over the USB.

I figured out what the issue was. The issue was occurring on our analog channel, and the template all contained the same "Primary ID (Hex)" value in the Sys1 MDC profile. That apparently doesn't get updated with the RadioID fields, and changing it causes a new template to be generated.
