Little more info is needed specifically:

XTS2500 cable? What kind? OEM USB, RS232 or aftermarket?
What version of radio firmware, CPS, and Windows 7 (32 or 64)?

Please try to answer all the questions presented. Are you using USB or RS232? If RS232, does the PC have a serial port, or are you using a USB/Serial adapter? If so, are you using the one recommended by Motorola?

Are you positive you have the correct programming cable? The Jedi and Astro 25 cables look identical, for example, but are different.

RadioNut20 - you are being far too cryptic and soon this thread is going to fill up from having to play "twenty questions" with you. At least try to give us some basic information, such as:

1. Manufacturer and model of USB to serial converter.
2. Manufacturer and model of programming cable.
3. Port that the USB to serial converter shows up in your device manager (does it even show up)?
4. Port that you have CPS set to use for programming.

Your Windows version and CPS version are not the problem - it's a cable / adapter / port problem.

The 4 pin cable is for the Jedi and XTS1500/3000 series, it will not work with the XTS2500/5000 series radios.

An XTS1500 and XTS2500 are the same hardware. The Jedi cable works for MTS2000 / XTS3000 radios, while the correct cable works on XTS1500/2500/5000 radios.

What does this mean?

I use a Motorola serial cable with a FTDI USB to serial adapter and run CPS under 64-bit Windows 7. Never had a problem.

You mentioned that CPS is set for com 1. It's pretty unlikely that com 1 is the correct port for your USB adapter. Check your device manager.

BTW, you do know you can do a screen cap in Windows with <Alt><PrtSc> or <Alt><Shift><PrtSc> for the current window, or just <PrtSc> to snap the whole desktop. Then paste or <Ctrl><V> in either Windows Paint, Ms-Word or WordPad to save as a .BMP, .JPG or .DOC file. Quicker and better looking than a selfie of your PC screen... :D
