Trouble Powering on radio PM1500

I have been challenged to get a PM1500 set up as a base, standard remote mount with 2 heads. I have the power supply set up with the black to negative, red to positive and the yellow ignition sense to positive. I only have one head hooked up, even though it was ordered as a two head and hasn't been reprogrammed. Is this why it won't power up? Am I missing a step?

I've gotten the radio to turn on. With both heads, both heads will say the same thing, then turn right off. Shows the programmed channel. While sitting turned off the yellow light flickers occasionally.

It was a power supply issue. Got it working.
