I posted this issue before with this same radio, and I still cannot get it to work with secure. Its a W-head HP 5k. I got it for a really reasonable rate because the prior owner couldnt get it to convert to O-head, so maybe thats a hint its broken somewhere. But the W-head TIB works fine?
Im pretty much just changing carriers and boards hoping to find one that works. But thats not working. Is there something else I need to look for?

In each case it boots and after displaying 'XTL5000' it displays 'PLS WAIT' for 5 seconds? Then it gives ERR09/10

I had that issue with one of my HP decks as well - came down to the Flex and UCM.

Flex when moving to an O-series TIB needs to be an H05 revision - no exceptions. UCM needs to be a 6918/6919 C revision - no exceptions.

Alternative I was able to use an H04 revision flex - no UCM installed. Until getting the H05 flex in - if I tried installing the UCM carrier - I would get the same FAIL code.

Fixed it. Fuse F0400 on the radio was blown. I only figured this out as a customer brought in a XTL5k HP W-head that wouldn't work with the siren. When the siren was plugged in, the head would power cycle with a 01/90. Figured out the logic portion of the siren appears to be powered off J600, which goes through this fuse. The siren was loading down the SB9600, no communication.
Circling back to my encryption problem; When I was looking at the schematic on that one, I saw Enc power was also sourced from this fuse and a light bulb went off. This also explains why the O-head conversion failed. The W-head TIB needs no power from this fuse to work, but the O-head does since its got a lot more going on.
Ultimately I do want to make this a O-head, since I suspect it will now work, I just need to find the proper flex to do so.

I have one of the problem children HP XTL5000s that wont take an O head. For giggles I checked F0400 and its good and 13.8 VDC on both sides of the fuse. I will certainly remember this fuse in the future.. perhaps its the cause of some of the others on the shelf that wont convert.

I do not recall seeing a service bulletin for the W-heads and UCMs. It seems all the issues with the HP decks came down to the O-heads and UCMs which needed different filtering/shielding to operate properly, especially at high power.

Update: I converted this radio to O-head and it worked! So at least in this case that fuse F400 was keeping the O-head conversion from working. I will also add Its not necessary to open the radio to check this fuse. Pin 20 on the Accessory DB25 is A+ and it goes though this fuse. If its not there and the radio is powered, this fuse is likely the culprit
